President Donald Trump made public a batch of election security records on Thursday evening, and one of them lands squarely on a question the political class has spent years waving away. Foreign nationals sit on American voter rolls in numbers that are hard to dismiss as noise.
As reported by Breitbart News, the material was posted to the White House website and centers on noncitizen registration. Multiple Department of Homeland Security investigations concluded that more than 250,000 foreign nationals hold illegal voter registrations in California, Pennsylvania, New Jersey, and Nevada. Those 4 states account for the entire figure. Nowhere else was even counted.
“State election officials in California, Pennsylvania, New Jersey and Nevada have been notified of this serious threat to national security and DHS stands ready to support their efforts to identify and remove ineligible registrants,” the document states.
The inquiry will not stop at 4 states. According to the same document, the investigation is expanding to include multiple additional states, and DHS intends to back the Department of Justice as it reviews voter files obtained under enforcement authority granted by the National Voter Registration Act of 1993 and the Help America Vote Act of 2002.
A large share of the paperwork promotes the administration’s upgraded SAVE system, shorthand for Systematic Alien Verification for Entitlements, which allows states to run their registration lists against federal citizenship records.
“In the short time that the enhanced SAVE system has been available to states, 10 states have processed their full voter lists,” the document notes.
It then gives the tally. “As of June 22, 2026, a total of 25 different states processed more than 68 million registration records through the SAVE system. DHS has enabled those states to identify over 400,000 deceased registrants and over 28,000 non-citizens who illegally registered to vote.”
That tool is currently switched off. Judge Sparkle Sooknanan, placed on the United States District Court for the District of Columbia by former President Joe Biden, blocked the streamlined version of SAVE, finding that the overhaul ran afoul of the Privacy Act, the Social Security Act, and the Administrative Procedure Act.
A federal judge in Florida later ordered the same features restored for states covered by an earlier settlement, leaving DHS caught between two contradictory commands. Rep. Abe Hamadeh (R-AZ) has since filed impeachment articles against Sooknanan.
Officials in the flagged states rejected the findings outright, and several election analysts caution that preliminary database matches typically shrink once individual records get vetted. That caveat deserves an honest hearing. It also cuts the other direction. A state that refuses to run its list through any verification system forfeits the authority to declare that list spotless.
The document closes on that exact point. “There is an undeniable pattern emerging as DHS begins to unravel the horrific damage done by the open border policies of the Biden administration,” it reads. “States that have adopted alien-first policies instead of American-first policies have a disproportionate number of non-citizens on their voter rolls.”
Corrupted voter rolls are not a clerical annoyance to be patched with better software. They are a downstream symptom of decades of mass migration, both illegal and legal, and no database purge repairs a country that keeps importing millions of people it never consented to admit. The fix is upstream, meaning a hard freeze on illegal entry and a severe reduction of the legal pipelines feeding it, because a nation that cannot say who belongs to it will eventually lose the power to say who governs it.
